Constitution
Article I Name and Objectives
Section 1-The name of the Club shall be the Roman Utility Molosser Club of America
Section 2-The objectives of the Club shall be:
a) to encourage and promote quality in the breeding of purebred Roman Utility Molossi AKA Roman Rottweilers and to do all things possible to bring their natural qualities to perfection;
b) to urge members and breeders to accept the standard of the breed as approved by The International Roman Utility Molosser Registry (IRUMR) as the only standard of excellence by which Roman Utility Molossi AKA Roman Rottweilers shall be judged.
c) to do all in its power to protect and advance the interests of the breed by encouraging sportsmanlike competition at dog shows, obedience and working trials;
d) to conduct sanctioned specialty shows, working trials as well as other sporting events & temperament test certifications under the rules of the International Roman Utility Molosser Registry (IRUMR).
e) to promote public awareness and education concerning the versatility of working ability & beauty of the Roman Utility Molosser AKA Roman Rottweiler, through mass advertisements, pamphlets show attendance, newsletters, etc.
f) to promote positive breeding practices by introducing an intense "Breeders Code" for members that are sincere in the improvement of the Breed.
g) to refer prospective new Roman Utility Molosser AKA Roman Rottweiler puppy owners ONLY to breeders that are in good standing with the Roman Utility Molosser Club of America, and signers of the Breeder’s Code.
h) to encourage the public NOT to purchase puppies from unscrupulous or "backyard" breeders through mass education.
i) The Official Club Logo contains the American Flag,and the flag of Italy to signify where the breed originated from.
j) to subscribe to the rules and regulations of the IRUMR, although the IRUMR, as a registry in and of itself, is a separate entity from the RUMCA.
Section 3 - RUMCA & IRUMR Profits. The RUMCA & IRUMR shall not be conducted or operated for profit and no part of any profits or remainder or residue from dues or donations to the RUMCA or IRUMR shall benefit any member or individual.
Section 4-The members of this Club shall adopt, and may from time to time revise,
such by-laws as may be required to carry out these objectives.
By-Laws
Article I Membership
Section I-Eligibility. There shall be one type of membership under the RUMCA open to all persons who are in good standing with the International Roman Utility Molosser Registry (IRUMR) and who subscribe to the purposes of this Club. Membership is open to anyone that is interested in learning more about the Breed and helping to promote its popularity. The Roman Utility Molosser Club appreciates and encourages memberships from all of our "foreign" neighbors.
Section 2: Dues: Dues for membership is $20 annually for Single, $30 annualy for Family Membership, or $10 for Juinior. These dues are to be paid on or before the first day of January/July of each year. **No member may vote whose dues are not paid for the current year. During the month of November, the Treasurer shall send to each member a statement of dues owed for the ensuing year.
Section 3 - Election to membership: Each applicant for membership shall apply on a form as approved by the Board of Directors and which shall provide that the applicant agrees to abide by the rules of the International Roman Utility Molosser Registry. The applicant shall state his/her name, address, etc., and complete the remaining questions provided for on the questionnaire; furthermore the applicant must also sign the application form, and agree to abide by the Constitution and bylaws and Member's/Breeder's code of Ethics of the Roman Utility Molosser Club of America. Accompanying the application, the prospective member must also submit dues as per schedule in Article I Section 2. All applications are to be filled with the Club Secretary, and are subject to approval by the Board.
Section 4 - Termination of membership. Memberships may be terminated as follows:
a) By resignation. Any member in good standing may resign from the Club upon providing written notice to the Secretary; but no member may resign when in debt to the Club, and they become encumbered on the first day of January, of each year.
b) By lapsing. A membership will be considered as lapsed and automatically terminated if such member’s dues remain unpaid 90 days after the first day of January within that year, however, the Board may grant an additional 90 days of grace to such delinquent members in meritorious cases. In no case may a person be entitled to vote at any Club meeting whose dues are unpaid as of the date of that meeting.
c) By expulsion. A membership may be terminated by expulsion for the following reasons:
1). International Roman Utility Molosser Registry suspension. Any member who is suspended from the privileges of the International Roman Utility Molosser Registry automatically shall be suspended from the privileges of this Club for a like period.
2). Charges. Any member may bring charges against a member for alleged misconduct against the best interests of the Club or Breed: written charges with specifications must be filed in duplicate with the Secretary together with a deposit of $100 which shall be forfeited if such charges are not sustained by the Board following a hearing. The Secretary shall promptly send a copy of the charges to each member of the Board or present them at a Board meeting, and the Board shall first consider whether the actions alleged in the charges, if proven, might constitute conduct against the best interests of the Club, it may refuse to entertain jurisdiction. If the Board entertains jurisdiction of the charges, it shall fix a date of hearing by the Board not less than three weeks or, not more than six weeks thereafter. The Secretary shall promptly send one copy of the charges to the accused member by registered mail together with a notice of the hearing and assurance that the defendant may personally appear in his or her own defense and bring witnesses if he or she wishes.
3). Animal abuse. Failure to keep & maintain dogs & kennel facilities/living quarters in an appropriate manner. Mistreatment or cruetly to animals.
4). Entering falsifying documents/information. Signing documents for a suspended member.
Article 2 Show Attire and Conduct, and Gossip
Section 1 - Show Attire and Conduct.
Show attire. The Roman Utility Molosser Club of America dress code for the show ring coincides with the same guidelines as those acceptable as "Sunday afternoon Church Social", as a minimum
Show Conduct. Where two or more members are present charges can be brought against any club member who displays improper attitude or action at a show or public gathering, this includes use of alcohol or illegal drugs in show rings or on show grounds. Charges will be brought before the Board and immediate suspension can result.
Gossip. Any claim or statement made against members, Breeders, Directors. etc., without solid foundation, and without charges being brought against said person, is therefore considered as gossip by this Club. Gossip will not be tolerated, and any such person that gossips and spreads unsubstantiated rumors will be suspended until a full investigation by the Board can be completed, and the matter can be brought up to the entire membership, for a recommendation, as to whether or not this person should be reinstated or expelled from further Club affiliation.
